Romania has implemented a new emergency ordinance, 142/2021, which sets a two-year limit on employment at the minimum wage, regardless of work hours. According to data from the Labor Ministry and reported by Ziarul Financiar, there are currently 1.63 million employees earning just above the minimum gross wage, which is approximately EUR 800. The emergency ordinance, which took effect on January 1, 2024, does not specify any exceptions to the two-year limit. It applies to both full-time and part-time employees. The minister responsible for the Ministry of Labor who published data about the number of employees receiving minimum wage or slightly above is not explicitly named. However, the current prime minister, Ilie Bolojan, is engaged in reforms involving local administration employment.
