Algerian Foreign Trade Ministry Imposes Import Reporting Obligations and Pre-Approval for Goods and Services

In a recent development, the Ministry of Foreign Trade and Export Promotion in Algeria has announced a new obligation for economic operators who wish to carry out banking domiciliation for the importation of services.

According to the new regulation, economic operators must first submit a file for validation before proceeding with bank domiciliation. The Ministry of Commerce in Algeria will be responsible for validating a company before it can proceed with service imports.

The file that needs to be sent includes several documents. These include a copy of the trade register, pro-forma invoices, contracts or agreements, any technical or administrative documentation related to the services to be imported, and an Excel form downloadable from the official website of the Ministry of Foreign Trade and Export Promotion.

The file should be sent by email to [email protected]. In case the economic operator is not able to obtain validation from the supervisory ministry, a claim should be sent to [email protected] before 10 August 2025. The claim should include a letter explaining the absence of the validation, a copy of the forecast importation program signed and stamped by the economic operator, a copy of the trade register, and a formal report or minutes by a bailiff confirming the existence of a facility.
