Alleged sexual liaison between ex-youth center staff member and incarcerated individual in St. Charles under investigation

A former employee at the Phoenix Emerging Adult Career and Education Center in Saint Charles, Illinois, Bryana Phelan, has been charged with 15 counts of misconduct. According to prosecutors, the misconduct involves a sexual relationship with an in-custody youth.

The alleged misconduct took place in November of last year. It is said that Phelan had a sexual relationship with the in-custody youth, including making multiple phone calls of an offensive or sexual nature, attempting to engage in sexual acts during a phone call, and facilitating, encouraging, and watching the in-custody youth masturbate in her presence.

In addition, it is alleged that Phelan socialized with the male inmate, who is over the age of 17, outside the scope of her duties. This included having multiple phone conversations and driving him around in a facility vehicle.
