Asian Pacific Road User Charging Conference 2025: Introducing the Speaker - Dr. Ravindra Kumar, Central Road Research Institute, India
Dr. Ravindra Kumar, a seasoned transportation engineer with 27 years of R&D experience, will be a confirmed speaker at the Road User Charging Conference Asia Pacific 2025. As the Chief Scientist at the Central Road Research Institute India (CSIR-CRRI), Dr. Kumar has led over 60 major projects worth over ₹83 crore and has held divisional leadership roles, shaping policies through technical innovation and training.
The conference, scheduled for October 1-2 at Four Points by Sheraton Singapore, Riverview hotel, will bring together senior policymakers, industry leaders, and innovators to discuss the evolution of user-financed transport schemes by 2030, with a focus on green financing, digital platforms, carbon credits, and customised models for disadvantaged groups.
Dr. Kumar's specialties include sustainable transport, vehicular emissions, driving cycle, GIS, AI, and infrastructure planning. At the conference, he will share his expertise by discussing emission-based charging models in India and the role of road user charging in achieving net zero and decarbonising transport.
In addition to his participation in the Asia Pacific event, Dr. Kumar will also visit other Asia-Pacific regions to network with global leaders driving transportation system transformation. He has already confirmed his attendance at the Road User Charging Conference series in Miami (September 2025), Singapore (October 2025), Brussels (March 2026), and Abu Dhabi (May 2026).
Dr. Kumar's commitment to making India's transportation system more sustainable, fair, and data-driven is evident in his current role at CSIR-CRRI, where he manages teams for GIS-based plans, rural accessibility, transport corridors, and digital tools. His advice for implementing user-financed transport schemes includes using data-driven methods, local studies, and digital twin models.
With over 150 publications to his name and 65 awards and fellowships, Dr. Kumar's contributions to the field of transportation engineering are substantial. His challenge for user-financed transportation in 2025 lies in balancing revenue, fairness, and environmental responsibility.
