Assessment of Literature: Examining International Aid Collaboration Through the Ages - Agenda 2030 as a Barometer
In the ever-evolving landscape of global development, two new books offer valuable insights into the evolution, current state, and future scenarios of International Cooperation for Development (ICD).
Published in the CIDOB Affair International Relations Journal, no. 117, the books "International Cooperation in Transition 2015-2030: Global Analysis and Experiences for Colombia" and "International Cooperation for Development: Government, Economy, and Society. Evolution of Policies and Future Scenarios" complement each other, providing a comprehensive analysis of ICD.
The first book, edited by Jairo Agudelo Taborda and Gustavo Rodríguez Albor, focuses on the transition from the 2000 Millennium Declaration to the 2015 Agenda for Sustainable Development, and delves into the specific context of development cooperation in Colombia. The text discusses the cooperation of the EU with Colombia, the political transition in the country, and the prospects of the peace process, among other topics.
Meanwhile, "International Cooperation for Development: Government, Economy, and Society. Evolution of Policies and Future Scenarios," authored by Carlo Tassara, provides an exhaustive synthesis of ICD's historical evolution and interactions with international relations over the last 70 years.
The series was built within the framework of a CID project and was promoted with the support of several institutions, including the Italian Ministry of Foreign Affairs, the University of Pavia, and various Italian NGOs.
The second part of the book series, specifically focusing on the CID implemented in Colombia, is further enriched by the third chapter, "International Cooperation, University Cooperation, and Internationalization of Higher Education," written by Gustavo Rodríguez Albor, Viviana Gómez Lorduy, and Adriana Torres Galindo. This chapter discusses the role of higher education in achieving the Sustainable Development Goals (SDGs).
The second chapter, "Efficiency of International Cooperation Post-2015," is a macroeconomic analysis by Gustavo Rodríguez Albor, José Luis Ramos Ruiz, and focuses on the efficiency of Official Development Assistance (ODA) from 1960 to 2014.
The books also address the change that ICD is undergoing due to the economic and geopolitical transformations of the 21st century, including the growing role of emerging countries and the need for a global governance agenda.
The complex system of international cooperation is being questioned due to the exponential interdependence of a multipolar world. The study of ICD has gained significant interest since the fall of the Berlin Wall, as evidenced by the text "Euro-Latin American cooperation with middle-income countries and Agenda 2030," which presents hypotheses about the role of middle-income countries in Latin America and the Caribbean in the current scenario.
The case of Colombia is presented through the experience of the EUROsociAL program of the European Union to strengthen labor inclusion policies. The book "The Expected Transition of International Cooperation to Development 2015-2030," written by Jairo Agudelo Taborda and Marco Missaglia, further explores this topic.
The increased attention to these issues is due to geopolitical, economic, social, and environmental transformations of the global scene.
