Budget Proposal 2026: Sheinbaum Unveils Two Revenue-boosting Strategies; Rules Out New Taxes
In a press conference held at the National Palace on Monday, September 8, President Claudia Sheinbaum Pardo unveiled the Economic Package 2026. The package, now accessible for updates via the Mahc/apr website and WhatsApp, aims to eliminate debt burdens by 2027.
The Economic Package 2026 includes two measures to help with revenue collection. President Sheinbaum Pardo indicated that two actions will be implemented in the coming months to increase sales tax revenue. These measures focus on enhancing tax collection efficiency and combating tax evasion, particularly in the area of customs.
One of the key topics addressed in the Economic Package 2026 is the former President Enrique Peña Nieto's debt acquisition. The details of the renegotiation of this debt to support public finances were not provided, but the package does address this issue.
Engaging in false invoicing is now a serious crime, and the SAT (presumably a tax authority) has locks in place to prevent fake invoices. Moreover, the Economic Package 2026 will include measures to further reduce the impact of fake invoices.
President Sheinbaum Pardo also guaranteed the continuation of Welfare Programs. The continuity of all Welfare Programs, including scholarships for primary school children and public investment, is guaranteed in the Economic Package 2026.
The Economic Package 2026 will also include modifications to non-taxpayers and the fiscal miscellany. Additionally, it includes two actions to further reduce tax evasion, specifically in the area of customs.
President Sheinbaum Pardo clarified that there will be no new taxes in the Economic Package 2026. The estimated figure for the impact of the package on revenue collection has not been disclosed yet, and will be provided by the Secretariat of Finance.
There are several debt maturities of Pemex in both 2021 and 2022. The federal executive did not provide details on these maturities in the Economic Package 2026.
Furthermore, there are 200 arrest warrants requested for fuel theft, targeting customs agents and military personnel. This is part of the ongoing efforts to combat illegal activities.
