OLG seals 20-year Windsor casino deal with Caesars

With roots reaching back to 1994, Caesars has been a steady partner in the operation of the Windsor casino (Caesars Windsor). From the temporary facility's opening to present day, their bond with OLG has remained strong[1].

OLG: The Gaming Maestro

They place third-party service providers at the helm of day-to-day gaming operations, ensuring OLG standards are upheld. Crystal clear payments are on the line! Under this new agreement, municipalities stand to gain 5.25% of the first $65 million of slot revenue, 3.0% on the next $135 million, 2.5% on the next $300 million, 0.5% on slot revenue over $500 million, and 4.0% of table game (if applicable) and sportsbook (if applicable) revenue[1]. So far, OLG has showered the City of Windsor with CA$131 million since 1994[1].

Caesars' agreement ends this year, but OLG wasted no time in announcing the extension of their operating pact with Caesars Entertainment Windsor for an additional seven months, to March 2026[1]. By July 2025, a 20-year operating agreement was on the cards, expected to commence in early 2026[1].

Unfortunately, OLG can't reveal the juicy details behind the selection process. But according to a senior industry source, it was between Caesars, Bally's, and Mohegan in the race for the contract[3][4].

OLG isn't cutting corners with Caesars, though. They're requiring them to keep the current casino crew on board for a minimum of 18 months[4].
