Grenfell Tower Inquiry Final Report: Decades of Failure and Complacency Revealed

The Grenfell Tower Public Inquiry has published its long-awaited final report, shedding light on the causes and contributing factors of the devastating fire that occurred on June 14, 2017. The report, which details 58 recommendations for transforming the construction industry, can be found here.

Sir Martin Moore-Bick, the chair of the inquiry, stated that the residents of Grenfell Tower were "badly failed over a number of years" by those responsible for ensuring the safety of the building and its occupants. He uncompromisingly described decades of failure and complacency by central government, the lack of integrity and independence by product certification bodies, systemic dishonesty by the manufacturers who produced the insulation and cladding materials, persistent failure by the Tenant Management Organisation (TMO) to give attention to safety concerns, a catalogue of mistakes made by the architect and the contractor and subcontractors of the refurbishment, and the London Fire Brigade.

Not all parties bear the same degree of responsibility for the disaster, but all contributed to it in one way or another. The investigation, which began six years ago, has cast a spotlight on those responsible for the disaster, including the government, the TMO, the local council - Royal Borough of Kensington and Chelsea, those who manufactured and supplied the material used in the refurbishment, those who certified their suitability for use on a high-rise building, the architect, the principal contractor, and some of its sub-contractors particularly Harley Curtain Wall and its successor Harley Facades, some of the consultants in particular the fire engineer, the Local Authority Buildings Department, and the London Fire Brigade.

Jules Carey, a partner in Bindmans, who represent over 200 core participants at the inquiry, including bereaved, survivors, and residents of Grenfell Tower, stated that the long-held beliefs of the bereaved, survivors, and residents were today cast as fact in the findings by the Chair of the Public Inquiry. The participants in the inquiry call on the government to urgently implement all 58 recommendations made by Sir Martin Moore-Bick and on the Metropolitan Police and CPS to push on with their investigation and conclude their work with haste.

The report sets out how mistakes made in the past led to the Grenfell Tower fire and offers solutions to avoid such tragedies in the future. Incompetence, dishonesty, and greed were found to be the causes of the fire, resulting in the deaths of 72 people, the destruction of 151 homes, and the shattering of the community.
