City of Passau Engages in Heat Planning for Municipal Area

The city of Passau, nestled along the Danube River, has embarked on an ambitious journey towards a more sustainable future. In November 2024, the city initiated its municipal heat planning, aiming to develop heat supply options by 2045.

The Heat Planning Act, which came into force on 01.01.2024, obliges cities to analyze how the heat demand of residential buildings, commerce, industry, and public facilities can be covered as climate-neutral as possible in the future. The feasibility and potential analysis for Passau's municipal heat planning is currently underway, as of August 14, 2025.

The analysis has revealed that inner-city areas are suitable for centralized heat supply, while more rural districts and single-family houses are more suited to decentralized solutions. To ensure a well-founded decision, a strategic roadmap is being developed with the support of commissioned planning offices.

The feasibility and potential analysis is based on the suitability test, which divided the city area into 80 sub-areas and examined their basic suitability for grid-bound heat supply. The potential analysis takes into account the local conditions of Passau, including its history and geographical location.

Local experts are involved in the identification of potentials through interviews and workshops. The potential analysis involves recording, evaluating, and mapping of existing potentials for heat supply in Passau, using various energy carriers and resources such as geothermal energy, ambient heat, solar thermal energy, waste water heat, industrial waste heat, and centralized heat storage.

In July 2023, the city of Passau submitted an application for funding to create a municipal heat plan, which was approved in September 2024. The tendering process for the planning office and the award of the contract took place in late 2024. However, currently, there are no publicly available specific details on which planning offices are contracted for the municipal heat planning project in Passau, nor on the expected developments in the coming years.

The municipal heat planning aims to be technology-open, demand-oriented, and responsible. The Heat Planning Act aims to enable well-founded decisions at the local level for a climate-neutral heat supply and to create reliable framework conditions for citizens and businesses. Passau's heat planning is part of a larger initiative to reduce Germany's reliance on fossil fuels, as around 60% of the country's total energy consumption is for heat and cooling.

By 2045, Passau aims to have a comprehensive and sustainable heat supply system in place, contributing to a greener and more climate-friendly city.
