City's Implementation: Environmental Enhancement Initiative Kicks Off Near Haus Scheppen for IGA 2027

The city of Essen is set to improve the surroundings of Haus Scheppen, a popular destination frequented by motorcyclists, cyclists, and visitors, with dangerous situations and usage conflicts often arising. The committee for the environment, climate, and consumer protection has passed a planning resolution for this enhancement.

The planning process, focused on sustainable, safe, barrier-free, and future-oriented development, includes four neighborhood workshops, an online survey with around 1,600 participants, and two further on-site events. The area around Haus Scheppen is heavily frequented, and ten concrete requirements were derived from the participation process, including retaining the motorbike meeting point and food stalls, better parking organization, more recreational areas for families, and improvement of toilet facilities.

Around 2 million euros are earmarked for the implementation of the three approved measures. The central measures scheduled to be completed by the International Garden Exhibition 2027 (IGA 2027) include the redesign of the forecourt with a jetty, barrier-free renovation of the riverside path, and barrier-free expansion of parking lot P1.

Parking lot P1 will be connected to the forecourt via a barrier-free ramp, with a new ramp and an accompanying staircase to overcome a height difference of about seven meters. To improve orientation and accessibility for mobility-impaired visitors in parking lot P1, a viewing point and digital parking space displays will be installed.

The riverside path will be carefully renovated to preserve its historic character while improving its surface in a barrier-friendly and tree-friendly manner. The redesign of the forecourt will include a jetty on the water, unsealed root area of old linden trees, and additional plantings to improve the microclimate.

Our city portal provides 340,000 euros for planning purposes. Further funding opportunities are being explored. The start of construction is planned for 2026.

Beyond the IGA 2027, the city plans further in-depth improvements to the area around Haus Scheppen, including calming down and reorganizing Hardenbergufer street, improving parking structure, and creating a boat gallery with viewing points to the lake. A new "arrival place" will strengthen the connection to the Hespertalbahn in the medium term.

The planning resolution is part of a comprehensive overall concept that emerged from an intensive participation process with citizens, residents, and interest groups. Previous applications for an 80% subsidy have been rejected, and the municipal share will be covered from the "Public Green" budget. Further information can be found in annex 0774/2025/6.

The project to improve the surroundings of Haus Scheppen is being carried out in the city of Essen. The planning services for two sub-areas will be commissioned externally, and the path renovation will be carried out by the municipal enterprise Grün and Gruga. Upon completion of the design planning by the end of 2025, the construction resolution is expected to follow.
