It is part of a broader initiative, the "Concept for Planning, Establishing, and Designing Urban Memorial Sites for National Socialist Tyranny," which has been developed by the city.
The conceptual work behind this initiative was based on a review of the previous handling of this topic, highlighting that memories are not static and unambiguous in their significance. The then Mayor, Dr. Jürgen Bräcklein, made a decisive move in 1998, deciding to address the National Socialist past more intensively in the future.
