Delhi's Chief Minister reveals increased salaries for legal researchers linked to judges of the Delhi High Court.

In 2023, the High Court made a decision to boost the monthly salary of legal researchers up to ₹80,000. This decision has now been approved by the government.

The case titled Rushant Malhotra & Ors. Vs The Government of NCT of Delhi & Ors is currently under consideration by the Bench of Justice Prathiba M Singh and Justice Rajneesh Kumar Gupta. This case, which is sub judice, revolves around the remuneration of law researchers attached to offices of High Court judges.

In September 2023, the Joint Registrar of the Delhi High Court conveyed a decision to raise the monthly remuneration of law researchers from ₹65,000 to ₹80,000. This decision, approved by the then Chief Justice of the High Court in August 2023, was intended to take effect from October 1, 2022. However, over the past two years, the decision to increase the remuneration has remained pending with the government.

Thirteen legal researchers, attached to offices of High Court judges between 2018 and 2025, have moved the High Court seeking the implementation of this decision. The last hearing of the matter took place on August 21, during which the Delhi Government assured the Court that the matter was pending before a competent authority and a positive decision would be taken within ten days.

Meanwhile, the government has allocated ₹540 crores for judicial accommodation in the new budget. This development, while not directly related to the remuneration issue, underscores the government's commitment to the judiciary.

It is important to note that there is no information available that suggests Prashant Jha and Bhavini Srivastava were involved in the negotiations related to the increase of monthly wages for legal researchers in 2023.

The event at which the announcement of the remuneration increase was made was organised by the Information Technology & Artificial Intelligence Committee and Accessibility Committee of the Delhi High Court. The event included the launch of the Delhi High Court Mobile App, e-HRMS Portal for Judicial Officers, e-Office Pilot Project, and the onboarding of MCD Appellate Tribunal/JJBs on e-Courts, Digital Preservation of Judicial Records. However, the implementation of the decision to increase the remuneration of law researchers was not part of this event.

Each judge in Delhi High Court will now be provided with 4 law researchers. The exact implications of this development for the remuneration issue are yet to be seen. The case is slated to be heard again on September 9. The outcome of the hearing will likely provide clarity on the implementation of the decision to increase the remuneration for law researchers.
