In the heart of New Delhi, a protest has taken shape at Jantar Mantar, spearheaded by Telangana Chief Minister Revanth Reddy and the Congress party. The aim of this dharna is to pressure the central government and President Droupadi Murmu to grant assent to two Bills passed by the Telangana State Assembly in March, which aim to increase reservations for Backward Classes (BCs).

The Bills, which enhance reservations for scheduled castes, scheduled tribes, and BCs to 67%, have been a significant step forward for Telangana. Specifically, the reservations for BCs were enhanced to 42%. However, more than four months have passed since the Bills were sent to the President of India for assent, and they have yet to receive approval.

The Congress government is under pressure to get the quota policy approved and in place before the upcoming local body elections. The party is strategizing to capitalize on the issue by giving 42% of its tickets to BC candidates, as the BJP-led central government seems unlikely to approve the Bills.

The BJP has been accused of creating hurdles for the Bills, allegedly due to its opposition to certain provisions, such as the inclusion of Muslim communities in the BC quota based on the Socio, Economic, Education, Employment, Political and Caste (SEEEPC) survey. The BJP has not explicitly stated its stance on the delay in presidential assent but has faced criticism for supposedly stalling the process.

The protest is a strategic move to blame the BJP-led central government for the delay in approving the Bills. It has drawn support from various groups, including the INDIA bloc parties and a major union of Telangana government employees. The dharna serves to highlight the urgency of the situation and demonstrates the government's commitment to social justice and the BC community.

The purpose of the dharna is to create the political optics of the leaders as champions of reservation for the backward classes. Telangana Jagruti leader K Kavitha has suggested that a separate 10% quota for Muslims would make it easier to get the reservation enhanced for backward classes. Revanth Reddy and a delegation led by Leader of Opposition Rahul Gandhi plan to personally submit representations to the President.

A related ordinance to remove the 50% cap on reservations under the Telangana Panchayat Raj Act is also awaiting approval. The government has already conducted a caste survey called SEEEPC, and based on its findings, approved the 42% quota. However, the BRS has criticised the Congress government for not tabling the entire caste survey report as a public document in the assembly.

The Telangana High Court has set a deadline for local body elections by September 30. The dharna at Jantar Mantar is a way to demonstrate the government's commitment to the BC community and to showcase Telangana as a model to the rest of the country for its efforts in implementing reservations for backward classes.
