Detained for Intelligence Operations and Allegiance to the Foreign Terrorist Group 'Donetsk People's Republic (DPRK)'
In a significant development, the Federal Prosecutor's Office has announced the arrest of two German-Russian nationals, Dieter S. and Alexander J., in Bayreuth on April 9 and 11, 2024, respectively. The arrests were made by officers of the Federal Criminal Police Office (BKA) involved in the investigation.
The primary suspect, Dieter S., is charged with espionage for sabotage purposes and conspiring to cause an explosion using explosives and arson. He is also accused of actions under § 99 Abs. 1 and 2 StGB, and in the case of Dieter S., also in connection with § 1 Abs. 1 Nr. 4 NTSG.
Dieter S. is suspected of having served as a fighter in an armed unit of the "People's Republic of Donetsk" ("PRD") in Eastern Ukraine between December 2014 and September 2016 and possessing a firearm in this context. He is also accused of offering to carry out explosive and arson attacks, primarily targeting military infrastructure and industrial sites in Germany.
Additionally, Dieter S. is strongly suspected of having been active in a particularly serious case for a foreign intelligence service. He is accused of endangering security by mapping military facilities and transmitting the collected information to his contact. It is alleged that the contact discussed possible sabotage actions in Germany, intended to undermine Germany's military support for Ukraine against Russia's invasion.
Dieter S. was presented to the investigating judge of the Federal Court of Justice on April 17, 2024, and another arrest warrant was issued on April 11, 2024, for membership in a foreign terrorist organization and the preparation of a severe state-endangering act of violence.
Alexander J. is accused of assisting Dieter S. at least from March 2024. No publicly verified information identifies a specific person who served in an armed unit of the "Donetsk People's Republic" in Eastern Ukraine and possessed a firearm between December 2014 and September 2016.
The residences and workplaces of the suspects were searched with the support of the Bavarian State Criminal Police Office. The presentation of Alexander J. before the investigating judge of the Federal Court of Justice is scheduled for April 18, 2024.
It is important to note that Dieter S. is also suspected of having been in contact with a person linked to a Russian intelligence agency since at least October 2023.
