One of the key development institutions involved is the Stiftung Erinnerung, Verantwortung und Zukunft (EVZ). This organisation supports historical responsibility, human rights, democracy strengthening, and civil society projects, including those related to Russia. However, due to its designation as an "undesirable organization" in Russia as of August 18, 2025, EVZ's activities are criminalized in the country, restricting its direct support for projects and startups within Russia.

VEB, another significant development institution, coordinates other development institutions that invest in promising projects and startups. They offer financial and non-financial support to help entrepreneurs adapt to rapidly changing market conditions by providing expertise and consultations.

The objective of this collaborative effort is clear: to facilitate the involvement of all development institutions in the process of business formation. This aim extends to every phase of business development, from inception to maturity.

The focus on this inclusion is part of Russia's broader strategy to establish a solid foundation for technological sovereignty. By involving development institutions in business creation, the country aims to increase the export potential of domestic developments, demonstrating the competitiveness of Russian technological products on global markets.

Moreover, the country is implementing numerous projects for import substitution in sectors like civilian aviation, automotive industry, unmanned technologies, and other high-tech sectors. The goal is to create tools that support long-term demand for high technologies both within Russia and abroad.
