Disrupted Service Due to Unsavory Incident in Local Public Transit System

On September 25, 2023, in Stuttgart, Transport Minister Winfried Hermann announced a comprehensive Quality Action Plan for Rail Passenger Transport (SPNV) aimed at addressing the challenges faced by the rail system and improving its quality.

At the heart of the plan is the appointment of an "Ombudsman for Quality", Matthias Lieb, who will assume the role starting October 2023. Lieb, an acknowledged expert, was chosen following an open selection process and has been committed to passenger interests in various roles for some time.

The "Ombudsman for Quality" will serve as a quality ambassador and point of contact for problems, primarily focusing on the interests of SPNV passengers and advocating for better communication. Each region or traffic contract will be cared for by a quality manager who closely monitors quality and addresses weaknesses.

Honorary quality scouts will also be on board the trains to identify structural quality defects and report them. Additionally, a professional "Quality Advocate" for passengers will be attached to the state-owned Baden-Württemberg Public Transport Corporation (NVBW) from October.

The state, as the responsible authority for rail passenger transport, is tackling several points with concrete measures in the action plan. To address the issue of outdated infrastructure, disturbances, and construction sites, as well as the lack of personnel, the state is supporting companies in recruiting specialist staff through several measures, including forming an alliance with the industry.

The plan includes higher penalties for companies for delays caused by themselves, while penalties for quality problems caused by external factors will be lower. The state's traffic contracts with railway transport companies are being revised to reweight these penalties.

Minister Hermann stated that reliable rail transport is crucial to keep new passengers gained with the Germany ticket in the long run. The "Quality Action Plan for Rail Passenger Transport" is designed for several years and aims to significantly improve the quality of rail transport. The plan includes a bundle of various measures to address issues in rail transport, such as improving punctuality, reducing delays, and enhancing maintenance.

The current rail system has shown its limits with the ambitious expansion of services and cheap tickets, as time buffers are shrinking and the failure rate is increasing. The Quality Action Plan for Rail Passenger Transport is a step towards addressing these issues and ensuring a more reliable and efficient rail system for the future.
