Christopher Wray Faces Criminal Referral Over Alleged False Testimony

FBI Director Christopher Wray has been referred to the Department of Justice for a potential criminal investigation, following allegations that he made false statements to Congress regarding the FBI's handling of the Richmond memo and a Chinese plot involving illicit driver's licenses before the 2020 election.

The watchdog group, The Oversight Project, has accused Wray of misleading lawmakers by minimizing the scope of the Richmond memo, which labeled traditionalist Catholics as potential domestic threats, and by denying or downplaying the FBI’s knowledge of the Chinese scheme.

During his testimony, Wray claimed that the Richmond memo originated from a single FBI field office (Richmond, Virginia) and was promptly withdrawn when discovered, calling the memo "appalling." However, critics argue that this was misleading, as multiple memos and extensive investigations showed a broader scope of FBI involvement and anti-Catholic bias.

Furthermore, newly declassified documents reportedly reveal that the FBI blocked an investigation into a Chinese Communist Party scheme involving mailing fake driver's licenses to U.S. voters. According to The Oversight Project, Wray allegedly concealed or misrepresented this information to Congress.

In July 2023, Wray testified before the House Judiciary Committee on the FBI-Richmond memo that had labeled Catholics as potential domestic threats. Senate Judiciary Committee chairman Charles Grassley stated that the Richmond memo "used the shoddy research of the radical Southern Poverty Law Center to accuse traditional Catholics of being violent extremists."

Grassley's committee transmitted a partially redacted series of documents to FBI Director Kash Patel in June, which included a second Richmond memo similar to the first. The second memo stated that the bureau "assesses RMVE (Racially Motivated Violent Extremism) interest in RTC (Radical Traditional Catholic) ideology is likely to increase ... in the run-up to the [2024] general election cycle."

In August 2020, Customs and Border Protection seized 20,000 counterfeit licenses in Illinois, which could potentially lead to disastrous consequences. It is unclear if any ballots were cast as part of the scheme involving the seized counterfeit licenses.

Wray warned of the CCP threat to the upcoming election and beyond during a 2020 address to the Hudson Institute. Patel claimed that the FBI in 2020 buried evidence related to Chinese 2020 election interference for political convenience.

The Oversight Project alleges violations of obstruction of proceedings before Congress, perjury, and false statements by Wray. The allegations are serious and involve both the Richmond memo's characterization and the FBI’s handling of the purported Chinese election interference plot. It remains a matter of ongoing inquiry whether Wray's statements constitute false testimony or obstruction.
