Drivers of vehicles registered beyond Russian borders could potentially see a decrease in their associated penalties
The Russian Ministry of Transport has put forward a new proposal to enhance the enforcement of administrative fines on vehicles registered outside of Russia. The aim is to facilitate the implementation of relevant decisions and improve the effectiveness of the enforcement process.
According to the ministry, the current policy allows owners of foreign-registered vehicles to leave the country even if they have not paid the administrative fine within the 60-day period following the entry into force of the decision. Under the proposed bill, vehicles found in Russia with unpaid administrative fines will be detained until the fine is settled.
This move is part of a broader effort to address the issue of non-compliance by owners of vehicles registered outside of Russia. The ministry believes that the proposed one-day deadline for owners to pay an administrative fine from the date of entry into force of the relevant decision will increase the inevitability of punishment and deter violations.
The Russian Ministry of Transport's proposal comes at a time when the number of detected traffic violations in Russia has shown a significant decrease. According to MVD data, the number of detected traffic violations in the first half of 2025 was 106.2 million cases, compared to 114.8 million in the same period last year, marking the first decrease in 15 years.
The increase in fines for some traffic violations in Russia, which took effect from January 1, 2025, is believed to have contributed to this decrease. The ministry's proposal is also aimed at enforcing this principle and making the penalties for road violations more deterrent.
If the proposed bill is implemented, vehicles registered in foreign countries will be detained if their owners have not complied within one day. This change in penalties for road violations, related to the introduction of a daily charge (Tagesschriftsatz) for vehicles registered outside Russia, does not have a specified effective date as of the available search results.
