Electronic document signatures necessitate the use of Messenger Max moving forward.
Russia is set to take a significant leap in digital transformation with the introduction of a new national messenger, Max. The messenger, managed by a subsidiary of VK - LLC "Communication Platform," aims to consolidate the functionality of state, financial, and commercial digital services in a single application.
The Russian government, under the leadership of President Vladimir Putin, ordered the organisation of work to transition the services of federal agencies and financial organisations to the Max platform in early June. The exact start time for this transition was set for September 7, 2025.
The "Goskluch" system, which began operating in 2021, is a crucial part of this transformation. It consists of a mobile application and a server platform for signing legally significant documents. Around 1,500 commercial companies have integrated their business processes with "Goskey," and over 20.8 million people had obtained an electronic signature certificate in "Goskey" as of April.
The "Goskluch" app allows the signing of applications for obtaining government services, concluding contracts, and more. It accepts documents from the "Gosuslugi" app or from companies and adds them to the signing queue. Documents can be sent directly to the messenger's chat for signature, eliminating the need for identity verification through passports or other identifying documents.
The requirement for mandatory signing of documents using UQEP and UNEP through Max does not apply for the implementation of government authorities' powers. This change only applies to the signing of documents from commercial companies' systems, such as real estate transaction contracts or SIM card registrations.
As of mid-July, over 2 million people had registered with the national messenger. Starting September 1, 2025, the national messenger will be pre-installed on all devices sold in the country.
Notably, the services of federal authorities and financial institutions will still be sent to "Goskluch," as before. This means that documents from the "Gosuslugi" portal will still come to "Goskluch," as before.
The Russian government is planning to simplify the direction and receipt of documents for signature through an exclusive, seamless interaction between 'Goskluch' and the national messenger. This move is expected to streamline digital services, making them more accessible and efficient for the general public.
