Enhanced Collaboration between Singapore and Latin America aims to bolster aviation expertise
Singapore and LACAC Strengthen Partnership in Civil Aviation
The Civil Aviation Authority of Singapore (CAAS) and the Latin American Civil Aviation Commission (LACAC) have signed a new Memorandum of Understanding (MoU) to boost cooperation in civil aviation training and capacity building across the Latin American region.
The MoU, signed during the CVII Meeting of the Extended Executive Committee of LACAC in Guatemala, marks a continuation of the long-standing partnership between CAAS and LACAC, which first signed a cooperation agreement in 1998.
Under the new arrangement, CAAS will provide 75 fellowships over the next three years for aviation professionals from LACAC member states to attend specialized courses in Singapore. These courses are expected to cover areas such as aviation safety, aviation security, air traffic services, and aviation management.
In addition to the fellowships, three in-region training programs will be conducted in Latin America, tailored to regional needs. These programs will be initiated by CAAS and LACAC and are designed to strengthen talent development and leadership dialogue.
The Singapore Aviation Academy (SAA), CAAS's training arm, has already trained over 1,250 aviation professionals from Latin America and awarded close to 170 fellowships. However, the new MoU does not repeat earlier initiatives for talent development and leadership dialogue.
One of the new initiatives within the MoU is the Singapore-ICAO Next Generation of Aviation Professionals (NGAP) Scholarship Programme. This programme will offer three scholarships for young aviation professionals aged 35 and below from LACAC member states.
Another initiative is the run of the ICAO-SAA Directors-General of Civil Aviation Programme, which will be held in Latin America. The exact details of this programme are not specified in the MoU.
Ingrid Azucena Zelaya Florian, president of LACAC, stated that the agreement with CAAS will help strengthen aeronautical technical capabilities in Latin America and the Caribbean. Ng Tee Chiou, deputy director general of CAAS, emphasized the need for skilled manpower and the aim to better connect Latin America and Singapore.

The new MoU aims to further enhance the cooperation between Singapore and LACAC member states, with LACAC, which comprises 22 member states including Argentina, Brazil, Chile, Colombia, Mexico, and Peru, continuing its partnership with CAAS.
This partnership is expected to lead to high-level and staff exchanges between Singapore and LACAC member states, contributing to the development of civil aviation in the Latin American region.
