Enhanced Funding Plan of EUR 1.8 Billion for Infrastructure Development: Roads, Bridges, Ports, Housing, and Public Transportation Projects in the Future
The Ministry of Economics, Labour, Transport and Digitalisation of Lower Saxony has unveiled a comprehensive plan for the future of its infrastructure: the Future Infrastructure Program. The program, announced by Minister for Economy, Transport, and Building, Grant Hendrik Tonne, aims to make life easier for all people in Lower Saxony, enhance the attractiveness of the location, promote growth and competitiveness, and secure and create jobs.
At the heart of the program are several key investments. A substantial 400 million euros has been allocated for the development of affordable housing in Lower Saxony, with an additional 200 million euros going towards the housing promotion fund. The program will also receive an additional 1.8 billion euros from the state government's budget plans, the supplementary budget 2025, and Lower Saxony's share of the special fund for infrastructure and climate neutrality.
The program will see 500 million euros allocated to transport infrastructure, specifically for the renovation of state roads and cycle paths, the acceleration of the Master Plan Bridge, and the strengthening of road maintenance teams, modernization of the vehicle fleet. Additionally, 500 million euros will be allocated to ÖPNV/SPNV (public and rail transport) for improvements and modernization.
The modernization of Lower Saxony's harbors will receive 375 million euros, with Brake, Cuxhaven, Stade, Emden, Norden/Norddeich, Wilhelmshaven, and energy-efficient building renovation of operating buildings and facilities at NPorts set to benefit from this funding.
In the realm of green energy, 96 million euros in total from the state (48.2 million euros from the MW budget) will be invested in the conversion of steel production to green hydrogen ("Green Steel") at Salcos / Salzgitter AG. Furthermore, the state share for liquefied gas (LNG) terminals in Wilhelmshaven is 200 million euros.
To ensure cooperation and collaboration in concrete construction projects, the Ministry of Economics, Transport, and Building will conclude a Charter for Infrastructure with industry actors later this year. Additionally, 25 million euros will be allocated for economic promotion in structurally weak regions through GRW co-financing. The Minister for Economy, Transport, and Building in Lower Saxony, Grant Hendrik Tonne, has also announced an additional 200 million euros in equity for the state housing company "WohnRaum Niedersachsen GmbH".
Minister Tonne emphasized the importance of swift implementation of the measures, with the goal of quick progress in projects. With the Future Infrastructure Program, Lower Saxony is taking significant steps towards renewing and developing its infrastructure, focusing on affordable housing, transport, green energy, and economic development.
