Escalating Expenses Due to Climate Change Worldwide
In the state of Baden-Württemberg, efforts to adapt to climate change are being taken seriously, with more than half of the 101 adaptation measures already integrated as permanent tasks into the actions of public authorities.
The state is subjecting communal water suppliers to a climate check, with a master plan for water supply, as part of its comprehensive approach to climate change. This includes making agriculture more resilient to various climatic conditions and urban planning that protects citizens from heat.
The state, local communities such as the city of Konstanz, and specialised consultation organisations in the agricultural sector have taken on specific roles in the climate change adaptation strategy. The state is responsible for overarching climate protection goals and instruments like communal heat planning, while local municipalities create climate adaptation concepts and consultation organisations offer supported climate advice.
The funding for the implementation of these measures has been significantly increased, with funds rising from 40 million euros in 2025 to almost 88 million euros. Measures such as de-sealing soils or increasing greenery in urban areas are part of the adaptation strategy in Baden-Württemberg.
By 2026, all districts and municipalities will have been analysed in detail, enabling them to take necessary measures to prevent a potential drinking water deficit. The state has analysed the impacts of heat, drought, heavy rain, and other extreme events, as well as changes in natural habitats and species, and derived 101 measures from this.
Climate models predict that up to 20 percent less groundwater will be newly formed by 2050 due to climate change in some parts of the state. Minister Thekla Walker has emphasised that consistent climate protection is the most effective measure in relation to climate change, but adaptation measures are also necessary.
The state invests more than 135 million euros per year for flood protection and water ecology. This investment underscores the state's commitment to a sustainable future, as it navigates the challenges posed by climate change.
