Romania Launches Tender for Four-Year Bird Monitoring Program

Romania's Environment Ministry has announced a tender for consultancy services related to bird species monitoring and reporting to the European Commission. This four-year program, running from 2025 to 2029, is aimed at strengthening Romania's bird monitoring and management system.

The tender is financed primarily through EU funds under the 2021-2027 Sustainable Development Program. It is part of a broader financing agreement signed in May between the Environment Ministry and the Ministry of Investments and European Projects.

The program is a requirement for Romania, as an EU member state, to report every six years on the conservation status of bird species of community interest. It is also part of Romania's broader commitment to the EU Birds Directive.

The total budget for this initiative is approximately RON 48.4 million (€9.6 million). The contract is valued at approximately RON 36.5 million (€7.2 million), excluding VAT.

The data collected from the program will support sustainable planning in various sectors, including infrastructure, agriculture, energy, and tourism. It will also help Romania avoid costly infringement proceedings from the European Commission.

The program will track approximately 270 bird species nationwide, with a particular focus on those found in more than 600 Natura 2000 sites. Environment minister Diana Buzoianu stated that the data collected would be beneficial for Romania's sustainable development.

Bidders will be selected based on the best price-quality ratio in an open electronic tender. The deadline for submitting offers is September 23. The project includes fieldwork, data collection, analysis, and the preparation of national reports to Brussels.

This initiative is a significant step towards improving Romania's bird monitoring and management system, contributing to the conservation of bird species and promoting sustainable development.
