In a significant shift, the German government, led by Transport Minister Alexander Dobrindt, has announced changes to its migration policy and a reorganization of migration management. This move comes amidst the ongoing situation in Afghanistan, where thousands of Afghans with German intake offers are waiting in Pakistan.

Dobrindt has proposed the establishment of "Return Hubs" outside the EU for individuals not eligible for asylum but unable to be deported. He emphasized that each individual would be thoroughly security-checked before being allowed to come to Germany.

The Asylum System GEAS, adopted by the EU in June 2024, aims to uniformly control migration into the EU. Under this system, the movement of asylum seekers within the EU is also planned to be limited. Member states have been given two years to implement the provisions of the Asylum System GEAS.

Last week, the federal government announced that it would still take in some of the Afghans, despite the coalition agreement between Union and SPD largely suspending intake programs. However, only those with a legally binding intake offer can come to Germany.

Currently, around 2,400 Afghans with German offers in Pakistan are waiting for their security checks and admission procedures. Of these, approximately 230 are in the local forces procedure, which has not yet undergone security checks. Dobrindt has assured that there will be intake procedures for those still waiting in Pakistan.

The Asylum System GEAS also plans for a systematic screening at the EU's external borders. The change in Germany's migration policy has global implications, as it could set a precedent for other EU countries.

The previous federal government started intake programs for particularly endangered people, such as former local forces of the Bundeswehr, after the Taliban's takeover of Afghanistan in the fall of 2022. Dobrindt commented on the situation, expressing his concern for the safety and security of these individuals.

The implementation period for the Asylum System GEAS has not been specified, leaving uncertainty about when the two-year period for member states to implement the system begins. Despite this, the German government remains committed to ensuring the safety and security of those who are to be admitted to the country.
