European Plastic Recycling Faces Potential Closures Wave
The European plastics recycling industry, which had been growing steadily for years, is now facing its first zero growth, according to Plastics Recyclers Europe (PRE). This downturn, PRE warns, could have serious consequences for climate protection and Europe's competitiveness.
The industry association points to several factors contributing to this slump, including the economic recession, high production costs, and price fluctuations in raw materials and energy. As a result, nearly one million tonnes of recycling capacity has disappeared since 2023, with three times as much capacity lost between 2023 and 2025 compared to 2023 alone.
Countries such as the Netherlands, Germany, and the United Kingdom are particularly hard hit, according to PRE. The slowdown in the industry is hindering the implementation of the circular economy in Europe, a key initiative aimed at reducing waste and promoting recycling.
To address these challenges, PRE is advocating for several measures. They are urging for uniform rules for extended producer responsibility (EPR), strengthened customs controls, and reduced bureaucratic burdens in licensing procedures. PRE is also calling for targeted investment incentives, access to affordable, clean energy, and the introduction of trade and market protection instruments.
In addition, PRE is urging for sanctions against non-compliant materials in the recycling industry. They believe that consistent enforcement of certifications for recycled plastics is crucial to maintaining the integrity and quality of recycled materials.
PRE warns that without swift intervention, the plastics recycling industry in Europe could be permanently damaged. They are urgently calling for action to restore the competitiveness of the industry and to protect Europe's commitment to sustainability and the circular economy.
