EU's new rural development strategy in motion: Kick-off event for 2028-2034 phase in Lower Saxony
Melanie Walter, Minister for Europe and Regional Development of Lower Saxony, has launched the development of a new EU state funding strategy, aiming to ensure that EU funds strengthen the quality of life and competitiveness in all regions of Lower Saxony.
The digital kick-off event, which saw the participation of over 200 representatives from various sectors, marked the beginning of a comprehensive participation and dialogue process for the strategic preparation of the funding period 2028-2034.
The strategy's focus areas include improving infrastructure, creating jobs, protecting the environment and climate, and strengthening rural areas. This approach builds on the successes of the previous funding period, during which Lower Saxony successfully implemented numerous projects with EU funds, including investments in digitization, climate protection, strengthening rural areas, and promoting social innovations.
The European Commission presented its plans for the Multiannual Financial Framework (MFF) in mid-July 2025, and Lower Saxony is now preparing for negotiations with Berlin and Brussels regarding the MFF. The goal is to use the new MFF to benefit citizens, municipalities, and companies in Lower Saxony.
Minister Walter emphasized the importance of Lower Saxony continuing to benefit from European funding. She also highlighted potential risks associated with the proposed National and Regional Partnership Plans, stressing that it is crucial for the Minister that countries can shape and implement funding offers independently in their area of responsibility.
To achieve this, several thematic workshops are planned to discuss key future topics such as work and participation, energy and mobility, environment and climate, resilient regions, and sustainable economy. Institutions invited to participate in these workshops include regional government bodies, economic development agencies, chambers of commerce, research institutions, and social partners involved in shaping the future of Lower Saxony.
The country is open to sensible innovations, but not to the nationalization of EU funds. Minister Walter personally committed herself as a member of the Committee of the Regions to ensure local involvement in European policies, inviting all relevant stakeholders to actively participate and help shape the future of Lower Saxony.
A large number of participants in the kick-off event shows the good timing and great interest in the process. The strategy aims to ensure that EU funds benefit citizens, municipalities, and companies in Lower Saxony, and the Minister's commitment to local involvement and broad participation is a promising step towards achieving this goal.
