Federal Investment: Billion Euro Allocated for Flood Prevention Measures
In the aftermath of the devastating floods that struck Lower Austria in September 2021, the region is set to undergo significant changes aimed at improving critical communication infrastructure, enhancing flood protection, and increasing self-responsibility among the population.
According to a comprehensive report published by the Hydrological Service of Austria in February 2024, the total damage from the flood is estimated at 1.07 billion euros. The St. Pölten region recorded the highest damage value of 356 million euros, with 146 million euros in aid paid out to affected residents. A total of 360 million euros in aid funds were distributed, with 23,200 corresponding applications processed.
The expert report, led by University Professor Friedrich Zibuschka, outlines various measures to be implemented in response to the flood. These include the expansion of special disaster protection plans in municipalities, promoting more self-responsibility and risk awareness in the population. The report also recommends an increase in supply security for drinking water, a strengthening and professionalization of the water associations, and the acquisition of special equipment for securing and pumping activities to combat landslides.
Governor Johanna Mikl-Leitner (ÖVP) outlined the conclusions of the working group as a "handbook" for future action. The report suggests more space for rivers, specifically retention areas, and adjustments to spatial and building regulations. River maintenance and repair will be expanded, and there will be a significant expansion of water level measuring stations this fall.
In an effort to improve the region's communication infrastructure, it will see improvement and increased fail-safe reliability. Designations for flood protection facilities and protection levels for critical infrastructure will be evaluated. The specialist report also recommends the creation of more flood protection facilities in Lower Austria by 2040, with an investment of one billion euros.
The floods in Lower Austria in September 2021 saw several watercourses reach centennial flood levels during the rainfall. Some watercourses even exceeded the marks of a 300-year event. Significant rainfall occurred in Lower Austria from mid-September 2024, highlighting the importance of the measures being implemented to prevent future disasters.
As the region moves forward, it is clear that the lessons learned from the 2021 flood will shape the future of Lower Austria, ensuring a more resilient and protected community for all its residents.
