Growing preference for broadening public transportation options
In the heart of Germany, the state of Baden-Württemberg has recently conducted its latest survey on transportation-related attitudes, revealing a strong support for climate-friendly transportation policy and the introduction of a Mobility Pass.
The survey, conducted every two years by the Market and Opinion Research Institute forsa, covered various topics including the use of different means of transport, wishes regarding transportation planning, and climate protection. This year, the focus was on the fair design of mobility and its financing.
A total of 1,000 German-speaking individuals aged 16 and above were surveyed using a multi-stage random sampling method. The results were categorized according to relevant spatial categories from the External: State Development Plan 2002 and under topics such as Climate Protection, Transportation, Private Vehicle Traffic, Public Transportation, Electric Mobility, Elderly, and People with Disabilities.
Transport Minister Winfried Hermann sees the survey results as confirmation of higher public expectations. He believes that good public transportation requires more money and urged the federal government to increase regionalization funds in line with cost increases.
One of the most significant findings is the high support for climate-friendly transportation policy. According to the latest survey results, a reliable and good public transportation offer is particularly important. This aligns with the state's efforts to expand the regional transport offer by more than a third in the past ten years.
Another notable finding is the positive view towards a Mobility Pass. Two-thirds of respondents view a Mobility Pass positively, and Hermann suggests this as a solution for better financing of public transportation expansion. However, there are no available search results providing information about which cities in Baden-Württemberg have taken steps in the past two years to implement mobility law for introducing a mobility pass.
The state has created the legal basis for a Mobility Pass with the State Mobility Law. Hermann emphasized the importance of preserving infrastructure, particularly bridges, due to the increasing need for repairs.

The survey was conducted via computer-assisted telephone interviews between May 12 and 23, 2025. Further details and comparisons with previous years and between different sociodemographic groups can be found in the result report of the survey.
In conclusion, the survey results highlight the importance of climate-friendly transportation policy and the public's support for a Mobility Pass in Baden-Württemberg. As the state continues to expand its regional transport offer, these findings will undoubtedly guide future transportation planning decisions.
