Guide to Financing Childcare in Transbaikalia
In the region of Zabaykalsky Krai, a significant support system is in place for families caring for children with disabilities or those with I group disabilities. Over five thousand residents currently receive monthly benefits as part of this programme.
For those interested in applying for this benefit, the Zabaykalsky Krai branch of the SFO offers assistance. Applications can be made by contacting the SFO's free-of-charge contact center at 8-800-100-00-01. Parents, guardians, trustees, or other able-bodied individuals are all eligible to apply.
Interestingly, parents can work part-time while applying for the benefit. The government services portal, SFO client services, and MFC are additional locations where applications can be submitted.
A new rule has been introduced for non-working able-bodied citizens in Zabaykalsky Krai. They must provide an undertaking of factual care of at least 14 hours a week, which needs to be confirmed annually. This regulation was introduced in 2023.
Care periods in Zabaykalsky Krai are credited to the insurance period, with one year of care equating to 1.8 coefficients and one year of insurance. Co-residence with the child with disabilities is not a requirement.
The money is transferred together with the pension of the disabled person for the entire period of care. The benefit amount in 2025 is 10,950 rubles, and it is increased by the district coefficient. Other caregivers must not have any income.
Another noteworthy aspect is that parents of children with disabilities since birth can apply for early retirement in Zabaykalsky Krai. Mothers can do so at 50 years old with 15 years of insurance, while fathers can at 55 years old with at least 20 years of insurance.
