Japan and India Consolidate Agreement on Enhancing Low-Carbon Technologies in Line with the Paris Climate Accords

India and Japan ink agreement to escalate the use of low-emission technologies, in line with the Paris Climate Accord.

The Union Agriculture Ministry is set to showcase organic produce from North-East India at BioFach India 2025, running from August 30. This initiative is a part of a broader collaboration between India and Japan, aimed at reducing greenhouse gas (GHG) emissions and promoting sustainable development.

On August 29, 2025, during Prime Minister Narendra Modi's visit to Japan, the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India, and the Government of Japan signed a Memorandum of Cooperation (MoC) to implement the Joint Crediting Mechanism (JCM) under Article 6.2 of the Paris Agreement. This partnership reinforces India's commitment to climate action and low-carbon development, and is a significant step towards India's aim to achieve Net Zero emissions by 2070.

The JCM encourages the large-scale adoption of low-carbon technologies approved by India's National Designated Agency for Implementation of Article 6 of the Paris Agreement. These technologies, though currently cost-intensive, are expected to receive financial and technical assistance through this collaboration, addressing the challenge of viability gap funding.

The MoC also allows for international trading of carbon credits generated from these projects with Japan and potentially other countries. This initiative is expected to attract investments, facilitate advanced technology transfer, and promote sustainable development.

The Union Cabinet has authorized the MoEFCC to finalize the Rules of Implementation (RoI) and sign similar agreements with other nations under Article 6.2. The authorization is given in consultation with relevant ministries and the Ministry of External Affairs (MEA).

The collaboration between India and Japan is part of the broader Indo-Japan cooperation agenda, "Green Energy Focus for a Better Future." The initiative is expected to provide capacity-building support for projects aimed at reducing GHG emissions, and to facilitate the trading of carbon credits, ensuring that India's Nationally Determined Contributions (NDCs) remain unaffected.
