In Hagen, North Rhine-Westphalia, a 25-year-old man found himself in hot water on September 2, 2025, after being stopped by local police for riding an e-scooter without valid insurance in a public area.
The incident occurred as the man was making his way along Hindenburgstraße towards Gerberstraße. Officers noticed the man's dilated pupils, flushed facial hair, and apparent nervousness, leading them to suspect that he may have been under the influence of drugs.
Upon questioning, the man admitted to consuming hashish two hours prior to the encounter. A voluntary drug test came back positive for another substance. The man provocatively asked what would happen if he got back on the e-scooter and drove away from the police, resulting in the impounding of the vehicle.
The man was prohibited from riding the e-scooter until the intoxicating substances had worn off. He was also reminded that he cannot operate the e-scooter in public traffic without valid compulsory insurance.
