In a bid to enhance road safety and prevent similar incidents, the city of Bottrop has initiated a series of measures to improve sight distance areas at intersections. The initiative is part of a procedure for planning and implementing so-called sight triangles within the city.
The inspection applies to streets and intersections for which the city of Bottrop is responsible. These measures can include structural changes, installing bollards, creating green spaces, or installing appropriate signage with an absolute no-parking zone.
The Department of Civil Engineering in Bottrop is currently inspecting all city intersections to ensure clear sightlines in merging areas. The inspection is being conducted according to the road construction guidelines, with the "Guideline for the Design of Urban Roads RaSt 06" applying in this case.
The background for these measures is an incident in Warendorf where municipal employees were charged with manslaughter due to negligence following a fatal accident caused by poor visibility. High-traffic streets with accident hotspots are given priority over low-traffic areas. The traffic load on affected streets and presence of accident hotspots are key factors in prioritizing sight triangle maintenance.
Sight triangles with different leg lengths are plotted based on the permissible speed of the main road. At 30 km/h, the prescribed leg length is 30 meters, 40 km/h requires a 50-meter leg length, and 50 km/h requires a 70-meter leg length. The city of Bottrop must measure the sight triangles and inform the road traffic authority of the resulting measures from the traffic safety obligation. If sight triangles are not maintained according to regulations, the city of Bottrop is obligated to take measures.
The city of Bottrop is taking proactive measures to avoid similar accusations of inaction, even without a specific incident in the city. The Scharnhölzstraße currently has eleven measures in the tendering process, with planned implementation in Q1 2026. In addition to the Scharnhölzstraße, the Horster Straße and Aegidistraße are the next measures to be tendered.
The press conference regarding this matter was held on Monday, August 25, 2025. Technical Deputy Mayor of Bottrop Klaus Müller, Daniela Mooser from the Department of Civil Engineering, and head of the Road Traffic Office Fabian Fingerlin were also present at the press conference. Steffen Jonek, head of the Department of Civil Engineering, stated that they consider what makes sense to implement on an individual basis.
