Innovative Spectrum Database for Broadband Growth Unveiled by INCM and World Mobile

In a significant step towards modernising Mozambique's digital economy, the National Communications Institute (Instituto Nacional das Comunicações, INCM) and World Mobile have successfully handed over the country's TV White Space (TVWS) spectrum database.

The TVWS Database, developed in partnership between INCM and World Mobile, is set to strengthen Mozambique's spectrum governance and support the nation's digital transformation journey.

Mrs Helena Fernandes, Chairperson of INCM, stated that this milestone reflects INCM's commitment to modern spectrum management and inclusive connectivity. She added that the database will provide secure, interference-free allocation to safeguard incumbent broadcast services while enabling the dynamic management of unused television broadcast frequencies (TVWS), a valuable resource for extending affordable broadband connectivity.

The database has undergone rigorous deployment, testing, and validation to meet both regulatory and technical requirements. It is now managed by INCM, who will oversee its operation and guide future adoption of TVWS within Mozambique's telecoms market.

World Mobile remains committed to supporting Mozambique's digital transformation journey. They will support knowledge transfer and optional training sessions during the operational onboarding process.

Operators and ISPs can request TVWS access in specific areas through the operational onboarding process led by INCM. Organizations interested in TVWS trials or services should contact INCM for guidance on eligibility, technical parameters, and authorization procedures.

The TVWS Database supports digital economy goals in Mozambique, particularly in connecting communities where fibre or traditional mobile rollout is challenging. Reusing underutilized spectrum through TVWS can reduce the total cost of connectivity, making it an attractive option for rural broadband expansion.

This handover marks a significant milestone for spectrum innovation and rural broadband expansion in Mozambique. INCM will oversee ongoing operation and policy alignment as TVWS adoption grows. World Mobile, in partnership with INCM, is honoured to have co-developed and delivered the national TVWS database.

Mrs Fernandes concluded that this milestone reflects INCM's commitment to modern spectrum management and inclusive connectivity, stating that it is a testament to the institute's dedication to bridging the digital divide in Mozambique.
