Transport Ministry Official Faces Disciplinary Action and Unlawful Bonus Payment

A high-ranking official at the Transport Ministry has found themselves in hot water following a series of recent developments. According to reports, the official was found guilty of several disciplinary offenses during a disciplinary hearing, resulting in a penalty being imposed.

The controversy surrounding this official extends further, as it has been revealed that the payment of the bonus contravened Article 21 of the Law On Disciplinary Liability of State Civil Servants. This law states that a suspended official should only receive their monthly salary and social guarantees, yet the bonus was paid in violation of these regulations.

The State Audit Office has taken notice of this unlawful action and is now considering initiating proceedings to recover any losses caused by the bonus payment. The Ministry, however, has contested the opinion of the State Audit Office on several occasions, both verbally and in writing. Despite these objections, the State Audit Office Council has rejected the complaint in its entirety.

The bonus was awarded on the basis of the annual performance appraisal, but it appears that no such appraisal had been conducted for the previous period of work at the time the bonus was awarded. Furthermore, the State Audit Office believes the bonus should have been decided after the conclusion of the disciplinary proceedings.

Intriguingly, there are no publicly available details about who paid the bonus in February 2024 to the official in violation of regulatory rules. A search of the available information does not reveal any details about such an incident or payment.

The Transport Ministry maintains that it has not violated any external or internal regulatory enactments when paying the assessment bonus to the official. The situation remains under investigation, and further developments are expected to unfold in the coming days.
