Kentucky Senate Committee Endorses Wagering Legislation
Kentucky might be on the verge of making history by legalizing sports betting, thanks to a fresh bill that's gaining momentum. The controversial House Bill 511 proposes to let citizens place wagers on their favorite sports at the state's horse racing tracks, ushering in a new gambling experience. What's more, racing tracks could collaborate with up to three online operators, offering local gamblers the convenience of online betting.

Kentucky's Closest Call to Legal Betting Yet
House Bill 511 is just the latest attempt to introduce sports betting to Kentucky, following a series of failed attempts since 2018, when the PASPA was abolished. Despite past setbacks, there's a strong possibility for Kentucky to embrace sports betting for the very first time. In a remarkable turn of events, HB 511 has managed to pass the Senate Licensing and Occupations Committee – a milestone never achieved by any previous bill. The committee voted overwhelmingly in favor of HB 511, with 9 votes in support versus a mere 1 dissenting vote.
Many predict that Governor Andy Beshear will support the bill and sign it into law. If so, the only major obstacle Kentuckians would have to overcome to end up with sports betting is the Senate. During his campaign four years ago, Beshear openly advocated for gambling, adding to the bill's chances of becoming law.
Rep. Meredith Plans to Rally Supporters
While HB 511 shows promise, celebrations might have to be postponed as the Senate remains a formidable hurdle. To pass under local laws, the bill needs at least 60% of the Senate votes. With just days left in this year's legislative session, passing HB 511 could be an uphill battle.
On a positive note, a planned recess period in the legislative session could tilt the odds in favor of the bill, allowing its supporters to convince other senators to cast their vote in its favor. State Rep. Michael Meredith acknowledges that the pro-gambling camp is still a few votes shy of passing the bill.
The legislative session continues on March 29-30, and that's when Kentucky residents will learn, once and for all, whether sports betting will be legalized – at least for now.
In other news, an earlier Kentucky House committee previously approved HB 594, effectively banning "gray" video game machines that dish out cash prizes.
