License for driving is now at hand
The Bundesrat approved the staggered mandatory exchange of driver's licenses in Germany on February 15, 2019. This initiative aims to update the nation's driver's licenses and ensure compliance with international standards.
The exchange process applies to plastic driver's licenses issued between 1999 and 2018. Here's a breakdown of when each group needs to exchange their licenses:
- Plastic driver's licenses issued in 2002 to 2004 must be exchanged by January 19, 2027. Applications can start from February 2026.
- The exchange for licenses issued in 2005 to 2007 is required by January 19, 2028.
- The exchange for licenses issued in 2008 must be completed by January 19, 2029.
- The exchange for licenses issued in 2009 must be completed by January 19, 2030.
- The exchange for licenses issued in 2010 must be completed by January 19, 2031.
- The exchange for licenses issued in 2011 must be completed by January 19, 2032.
- The exchange for licenses issued in 2012 to January 18, 2013 must be completed by January 19, 2033.
- All plastic driver's licenses issued between 1999 and 2001 must be exchanged by January 19, 2026.
- The exchange for licenses issued in 2013 to 2018 must be completed by January 19, 2033.
Individuals affected by the exchange are advised to apply immediately to ensure their new documents are issued in time. The processing time for applications depends on the application volume and takes approximately 2-3 months.
Applications can be made personally, in writing, or as an online application at the Landkreis Landshut Driver's License Office / Traffic Department. Required documents include a copy of the personal ID or passport with registration confirmation, a copy of the driver's license, and a current biometric photo not older than three months.

It's important to note that the exchange of driver's licenses and the application for an international driver's license are now also available as online applications.
The deadline for the exchange of driver's licenses for birth years between 2008 and 2009 is January 19, 2029. For birth years between 2010 and 2011, the deadline is January 19, 2031. For birth years between 2012 and 2018, the deadline is January 19, 2033.
