Spain has launched a new set of rules for users of electric scooters and certain electric bicycles, as part of an effort to ensure safety and regulate sustainable urban mobility. The new rules, which are a result of years of debate and transposition of a European directive, are a response to the increasing popularity of electric scooters as cities become more congested and demand for eco-friendly transportation rises.
One of the key changes is the mandatory requirement for owners to have civil liability insurance. This applies to electric scooters and electric bicycles with more than 250 W or that exceed 25 km/h. Owners have six months from the law's effective date to contract this insurance. Users also have six months to obtain it. This insurance requirement is a part of the new Motor Insurance Law approved by the Spanish Parliament.
The use of headphones while driving electric scooters is prohibited. Riders are also required to wear helmets, but the requirement depends on local regulations, with it being indispensable in large cities like Barcelona or Madrid. The installation of front and rear lights is mandatory, with the front light being white or yellow, steady, and providing good visibility of the surroundings. The rear light must be red, also steady, and visible from a distance.
Electric scooters are not allowed to exceed the speed limit of 25 km/h, when considered a Personal Mobility Vehicle (PMV). They cannot carry passengers, and it is prohibited to circulate them on sidewalks and pedestrian areas. Owners can only move on authorized roads, bike lanes, and specific zones.
In addition to these rules, electric scooters must have homologated side and rear catadioptric lights. Urbanization has played a significant role in boosting the sales of electric scooters, making them a key player in urban mobility.
The new rules aim to ensure safety for all users of electric scooters and electric bicycles. Companies like Hyundai have also joined the electric scooter market, further emphasizing the growing importance of these vehicles in urban transportation.
