The budget season is upon us as the German Bundestag prepares to scrutinise the draft for the 2026 fiscal year. The process begins with the first reading of the budget draft in the Bundestag plenum on a date yet to be announced in September.
Following the final reading of the 2025 budget on September 18, the 2026 budget will take centre stage. The Bundestag, as the central budget legislator, plays a crucial role in the approval of budget funds, and its consent is essential.
Once the budget draft is read in the plenum, it moves to the budget committee for detailed examination. This committee, composed of 42 experienced and powerful members, scrutinises every number in the budget, ensuring transparency and accountability.
After the committee's deliberations culminate in the reconciliation session, often lasting into the night, the reconciled budget returns to the plenum for the second budget week. During this week, each individual plan is voted on, followed by a final vote on the draft in its entirety.
Defence spending is expected to increase significantly by 2029 and exceed NATO targets early on. Infrastructure is another clear priority, with high debt accumulation through the special fund. The investment quota remains high, especially through the special fund for infrastructure and climate neutrality, amounting to around 49 billion euros annually from 2026.
The ministers must be present to defend their spending wishes before the budgetary authorities in the reconciliation session. The general debate on the individual plan 04 of the Chancellor's Office is a highlight of the budget week, and it is used by opposition and coalition for a fundamental debate on government policy.
It is worth noting that the Bundestag has exerted significant influence on the budget in recent years. In the 2023 and 2024 budgets, expenditures increased by around 7 percent following parliamentary involvement.
Once the budget is finalised, social media departments become active, highlighting saved, enforced, and beneficial spending for voters. The Bundesrat gives its statement once the budget draft is ready.
In the past, the budget process has shown that the parliamentarians hold the reins, as the ministers appear for reporting. The budget right of the Bundestag is considered an important parliamentary co-determination instrument.
As the budget deliberations for 2026 unfold, the Bundestag will continue to play a pivotal role in shaping Germany's financial future.
