Moving to a smaller apartment can be facilitated by having less land to manage.

In an effort to address the high demand for vacant larger apartments in Berlin, the Association of Berlin-Brandenburg Housing Companies (BBU) has announced a new initiative starting September 1, 2025. This initiative aims to benefit both tenants and the city by freeing up larger apartments for households in need of more space.

The housing companies involved in this programme, which include Berlinovo, degewo, GESOBAU, Gewobag, HOWOGE, STADT UND LAND, and WBM, will provide up to three apartment proposals for smaller units within their own housing stock for tenants whose living circumstances have changed.

According to the data provided by the Office for Statistics Berlin-Brandenburg, around half of the approximately 1.9 million households in Berlin were single households, with almost one in seven living on at least 80 square meters. The new apartment offer is intended to help tenants who no longer require a larger apartment, and the move to a smaller one will not incur any new tenancy surcharge.

The apartment change will only take place within the portfolio of the respective company, not between the seven companies. The new apartment must be at least one room and at least ten square meters smaller than the previous one, and will be offered at the local comparative rent.

Berlin's Senator for Urban Development, Christian Gaebler (SPD), stated that the new apartment will better match the living situations of people. The BBU clarified that the apartment change will not affect the overall housing distribution between the seven companies.

The initiative aims to free up vacant larger apartments for households in need of more space in Berlin, thereby benefiting the city as a whole. The move is coordinated to avoid double burden, and the BBU encourages tenants who find themselves in a situation where a smaller apartment would suit their needs better to take advantage of this offer.
