Municipalities Across the Region Are Cleared of Their Housing Financial Obligations
Mecklenburg-Vorpommern, a state in northern Germany, is making significant strides in alleviating housing construction debts for its cities and municipalities. Since 2020, the state government has been providing €25 million annually in cooperation with municipalities under the Financial Equalization Act.
In 2023, old liabilities totaling approximately €48.5 million were settled for 78 municipalities, with the help of remaining funds from 2022. Notable cities such as Güstrow, which was relieved of all old debts, and Rostock, Schwerin, Neubrandenburg, and Greifswald, among others, have benefited from this relief in 2024 and 2025.
The debts date back to the DDR era and are a result of investment promotion measures in the municipal housing sector. With an amendment to the Financial Equalization Act (§ 26 FAG M-V), a Municipal Debt Relief Fund was agreed upon to relieve municipalities and the municipal housing industry of these loans.
The revision of the ordinance on old debt aid for Mecklenburg-Vorpommern, effective July 15, 2023, allows for the full clearing of remaining housing construction debts of municipalities or municipal housing companies that have applied. By the end of 2024, there will still be a residual amount of housing construction debt of 144.9 million euros.
Minister Christian Pegel, the Minister of the Interior, Construction and Digitalisation, is optimistic that the remaining approximately 90 applications from 68 municipalities with outstanding liabilities can be cleared by 2030. A total of 365 applications were submitted by around 300 communities.
The state program aims to create room for investment in modern, social, and energy-efficient housing. Minister Pegel emphasized that by taking on these financial burdens, the state is creating development prospects, especially in rural areas, to maintain quality of life. He also stated that the move sends an important signal of solidarity with municipalities facing budget challenges, demographic changes, and the need for renovations.

In 2024, further housing construction liabilities totaling approximately €25 million were cleared for 18 municipalities and their municipal housing companies. The state program continues to provide much-needed financial relief, enabling cities and municipalities to focus on improving their housing infrastructure and supporting their communities.
