New recycling standards released by ZSVR detailed

The Central Agency for Packaging Register (ZSVR) has recently published the 2025 edition of the minimum standard for recyclable packaging, marking a significant step towards the European Packaging Regulation.

This new edition has undergone a fundamental structural revision and presents a significant departure from its predecessors, both optically and structurally. The aim is to make the standard more practical for companies.

The expanded expert circle for the 2025 minimum standard now includes medium-sized companies, additional system operators, and representatives of the Forum Rezyklat. This move ensures a high degree of practical relevance, technical expertise, and a broad professional foundation.

Gunda Rachut, Board Member of the ZSVR, stated that the new minimum standard offers companies sound guidelines for today. The standard emphasises the packaging categories, which are ordered by the prevailing material of the main packaging component.

Users will now learn in detail how to determine the recyclability of their packaging by first assigning it to a packaging category. All relevant information for measurement can now be found bundled in Annex 2 of the minimum standard.

While the new minimum standard is based on § 21 VerpackG, it does not anticipate the EU Commission's delegated act on the measurement of recyclability, expected in 2028.

Companies participating in the 2025 edition of the minimum standard for recyclable packaging include major packaging manufacturers and brand owners. This collaboration enables new perspectives on improving recyclability, enhancing packaging design, and fostering circular economy practices.

In addition to the published standard, a technical documentation and an attribute list will follow later. The 2025 edition provides companies with clear guidelines on what matters and allows them to evaluate and specifically further develop their packaging.
