North Ossetian Legislator Faces Demand to Settle $42 Million in Financial Obligations Toward a Distillery
Russian Parliament Member Robert Kochiev Ordered to Settle Multi-Million Dollar Debt
Robert Kochiev, a Communist Party MP in the Russian Parliament representing North Ossetia, has been ordered to settle a debt of ₽3.4 billion ($42 million) to Rakurs distillery. The demand was directed personally at Robert, his sons Batraz and Rudolf, who were also recognised as controlling figures of the company.
The debt, primarily consisting of unpaid taxes, was initiated by the creditor Trade-Agro, later joined by the bankruptcy trustee. The move to hold the family financially liable was upheld by the Sixteenth Arbitration Court of Appeal, following the ruling made under legislation on subsidiary liability of company beneficiaries.
The distillery in Vladikavkaz is part of the company Rakurs, which the Arbitration Court confirmed was controlled by the Kochiev family. Over several years, Rakurs transferred funds to affiliated companies, contributing to its bankruptcy, according to court documents.
Robert Kochiev's son Batraz is a suspect in a criminal case concerning deliberate bankruptcy. This is not the first legal issue for the Kochiev family. In 2019, Robert filed a lawsuit against journalist Elina Sugarova over a publication alleging his possible involvement in the production of counterfeit alcoholic products.
Despite Russian law prohibiting deputies from combining their mandate with business activities, Robert Kochiev sits on the parliament's Committee on Security and Anti-Corruption. Under Russian federal law, MPs are prohibited from engaging in entrepreneurial and other paid activities, except for teaching, scientific, or creative work.
However, there is no readily available information on a person named Robert Kochiev being a Russian parliament member or details about his business activities. A legal analysis of this case was published by the outlet Pravo.ru. In his most recent income declaration in 2021, Robert Kochiev's annual earnings were listed at ₽6 million ($75,000).
The Deposit Insurance Agency reported in August 2023 that the appellate court upheld the creditors' position in the Rakurs case. This ruling marks a significant development in the ongoing legal saga involving the Kochiev family and Rakurs distillery.
