The 2021 parliamentary elections in Kazakhstan are a significant political event, taking place under the presidency of Kassym-Jomart Tokayev. This election marks a significant shift in the country's politics, as for the first time, an opposition has been introduced in Kazakhstan's parliamentary elections.

The Nur Otan party, the ruling party in Kazakhstan, will provide the first chairperson of a permanently functioning committee through the introduction of the institution of parliamentary opposition. This move is expected to bring in new ideas and initiatives in legislation and acts, due to the rejuvenated composition of the parliament.

Political scientist Darhan Malbekov believes that Kazakhstan needs a stable parliament to navigate its current challenges, including the COVID-19 pandemic and the global economic crisis. Malbekov, who is of the opinion that a stable parliament is crucial for Kazakhstan's society, also notes that the goal is not only to bring new faces but also to preserve the best aspects of the previous parliament.

To achieve this, a 30% quota for women and youth under 30 has been introduced in the 2021 parliamentary elections. This move aims to rejuvenate the composition of the parliament and ensure that it reflects the diversity of Kazakhstan's society. At least one chairman of the permanently working committees of the parliament will be from an opposition party, and two secretaries will be elected from the opposition party in the parliament.

The election conditions in Kazakhstan are challenging due to the pandemic and global economic crisis. However, the introduction of the 30% quota for women and youth under 30 highlights the need for a stable parliament in Kazakhstan. Malbekov believes that a stable parliament will help Kazakhstan navigate its current challenges and initiate necessary societal initiatives.

The average age of the previous parliament was 56, and the new parliament is expected to bring in fresh perspectives and energy. The stable parliament is expected to provide a platform for open debate and discussion, fostering a more democratic and inclusive political environment in Kazakhstan.

In conclusion, the 2021 parliamentary elections in Kazakhstan mark a significant step towards a more democratic and inclusive political system. The introduction of the parliamentary opposition, the 30% quota for women and youth, and the rejuvenated composition of the parliament are all measures aimed at ensuring a stable and effective parliament that can address Kazakhstan's current challenges and initiate necessary societal initiatives.
