Pennsylvania Online Gaming Remains Robust Despite February Slump in Revenue

In the bustling gambling landscape of Pennsylvania, the industry retained its momentum in February 2025, with the digital gaming sector experiencing a 12.3% year-on-year increase. However, traditional sectors such as slot and sports betting revenues saw a decline.

Among the casinos, Hollywood Casino at Penn National led the pack with revenues of $77.6 million, followed closely by Valley Forge Casino Resort, which reported $81.4 million, marking a 9.9% gain. Valley Forge Casino Resort also recorded one of the most impressive revenue surges, skyrocketing 26.5%.

Parx Casino Philadelphia remained the leader in slots, earning $28.9 million, despite a 2.7% decrease in overall revenue to $49.9 million. Rivers Casino Philadelphia also performed admirably, with February revenues settling at $34.2 million, representing a modest 5% growth.

In the sports wagering sector, only two operators surpassed $1 million in gross revenue. Valley Forge Casino Resort had the highest sports betting revenue with $13.7 million, while the overall sports betting revenues in February collapsed to $7.5 million. Eleven operators reported losses in this sector.

The decline in revenues can be attributed to the Philadelphia Eagles' Super Bowl victory, which triggered massive payouts, contributing to the revenue collapse. The sports betting handle in February was a substantial $756.92 million.

The Pennsylvania Lottery is calling for legislative changes to increase revenue, and policymakers are considering a 52% revenue tax for the skill game sector, which could significantly reshape industry dynamics. Removing the online lottery profit margin restriction could lead to higher payouts and more competitive games.

The state law sets a 20% minimum profit margin on traditional lottery games, but not on online lottery offerings. This discrepancy could provide an opportunity for the online lottery sector to grow and potentially offset the declines in traditional sectors.

As the industry evolves, Pennsylvania's gambling landscape continues to be a vibrant and evolving space, with the surging iGaming vertical playing a significant role in the industry's resilience.
