In the vibrant landscape of the Philippines, the gambling sector has become a significant player in the country's economy, with some of the nation's wealthiest individuals having a substantial influence in this industry.
Leading the charge are four prominent figures who have made their mark in the formal integrated resort casino market. Andrew Tan, Enrique Razon Jr., and the Sy family are the minds behind major casino resorts in Manila Bay, while Atong Ang, a gambling magnate, holds sway in both traditional and online gambling activities, particularly in cockfighting and the Small Town Lottery.
Andrew Tan, through his Westside City Inc., is developing a major hotel and casino project called Westside City casino, set to open in early 2025 under a co-development deal with Suntrust (LET Group Holdings). Atong Ang, a figure with ties to both legal and illegal gambling sectors, is the chairman of Pitmasters Live and owner of Lucky 8 Starquest, a major online cockfighting platform. He also has links to jueteng, a traditional numbers game, and other betting operations.

Enrique Razon Jr., the second-richest person in the Philippines, boasts a fortune of US$11.5bn, although his wealth is not specified as being linked to a particular sector. The Sy siblings, who hold the top position on the Forbes Rich List for the Philippines, have a fortune of US$11.8bn, with their wealth linked to the SM Holdings real estate empire.
Lance Gokongwei, Andrew Tan, and Eusebio Tanco are among the three other individuals with links to the Philippines' gambling sector who appear in the top 20 of the Forbes Rich List. Manuel Villar is also working on a massive development site that will include two casinos upon completion.
Bloomberry Resorts, the company behind Solaire Resort, also plans to open Solaire Resort North in 2024. The development site for these resorts also includes a hospital, tech valley, and a business district, making them more than just gambling destinations.
