Planned increase in social contributions for high-earning employees starting from 2026
In the realm of social security, several prominent figures have put forth proposals to increase the contribution assessment ceilings in both pension and health insurance.
Janosch Dahmen, the health policy spokesman of the Greens, has suggested an increase in the contribution assessment ceiling to a level similar to that of the statutory pension insurance. Dahmen's proposal is accompanied by structural reforms, and he also advocates for a gradual increase in the ceiling.
Meanwhile, SPD health expert Christos Pantazis has suggested a more immediate solution. He proposes an increase in the contribution assessment ceiling by around 2,500 euros to stabilise the strained financial situation of the insurers. In June, Pantazis also called for high earners to pay more into the statutory health insurance.
The contribution assessment ceiling in the pension insurance is the maximum amount of gross income up to which contributions to the statutory system of old-age provision are levied. Income above this ceiling is not included for the calculation of pension insurance contributions. As of 2023, the planned contribution assessment ceiling for the statutory pension insurance stands at 87,600 euros annually (7,300 euros monthly), while for the statutory health insurance, it is set at 59,850 euros annually (4,987.50 euros monthly).
These proposals are part of a wider discussion aimed at ensuring the sustainability and fairness of the social security system in the face of an aging population and increasing healthcare costs. As the debate continues, it remains to be seen how these proposals will shape the future of social security in Germany.
