The German Medical Association (Bundesärztekammer) has taken a stance on restrictions for unvaccinated individuals and their impact on healthcare systems, expressing concerns about the strain unvaccinated COVID-19 patients place on healthcare resources.

Klaus Reinhardt, the president of the Association, emphasizes that measures for unvaccinated individuals should be taken only when the healthcare system is at risk of being overloaded. He has not supported the use of scare tactics or penalties for those unwilling to vaccinate, instead advocating for an expansion of the vaccination campaign.

Reinhardt has proposed creative solutions to reach more people, such as using mobile vaccination teams and offering free tickets for events as incentives for vaccination. He believes that these strategies, along with unconventional information campaigns, are necessary to engage the remaining population groups.

Reinhardt has also focused on the age group of 20 to 50-year-olds, calling for a targeted approach in this demographic. He has emphasized that vaccination is a critical measure to mitigate severe COVID-19 cases and prevent healthcare overload.

The Association's stance reflects a balance between public health protection and the legal-political feasibility of mandates. They have highlighted that any restriction of unvaccinated persons must correspond to legal mandates and individual rights protections, and cannot arbitrarily exclude unvaccinated patients from medical care.

In Germany, a partial vaccine mandate for health workers was enacted in March 2022, requiring proof of vaccination or recovery, especially in hospitals and care facilities, to protect vulnerable populations and reduce healthcare burdens. However, broader vaccine mandates for older adults (60+) were politically debated but rejected in the Bundestag in April 2022.

Recent official public health and government statements focus on securing the supply of medicinal products and managing healthcare infrastructures to be resilient under pandemic conditions, rather than imposing widespread new restrictions targeting unvaccinated citizens.

Experiences from countries with high vaccination rates, such as Britain and Israel, show that increasing infection numbers do not necessarily lead to an increase in severe cases and hospitalizations. This suggests that creative and targeted strategies, like those advocated by Reinhardt, could be key to managing the pandemic in Germany.
