President Selenskyy calls for an examination of gambling issues within Ukraine

In a bid to address growing concerns about gambling addiction among soldiers and its impact on society, Ukrainian President Volodymyr Zelenskyy has ordered investigations into the online gambling industry. The investigations, being conducted by multiple government agencies, including the Security Service of Ukraine, the State Special Communications Service, the Ministry of Digital Transformation, and the Secretary of the National Security and Defense Council, are expected to submit proposed solutions by the end of next week.

The call for action came following a petition that gathered over 25,000 signatures in a single day, seeking restrictions on online casinos. The petition, which has now gained enough attention to prompt Zelenskyy's attention, also calls for a ban on gambling advertising featuring symbols of the Ukrainian armed forces and forbidding Ukrainian soldiers from accepting donations from the gambling industry.

The current legal landscape in Ukraine allows players to access online slots, table games, poker, and sports betting, with only bets on virtual sports remaining prohibited for players. To obtain a gambling license in Ukraine, a legal entity must prove a minimum capital of 970,000 € and deposit a bank guarantee of 1.1 million € with a Ukrainian bank.

The investigations are part of a broader effort to reform the gambling industry, aiming for a more transparent and accountable system. While specific details about proposals to address rising gambling addiction among Ukrainian soldiers and society are not yet available, there are indications that the reform could potentially include measures to address this issue.

In July 2020, the Ukrainian parliament passed a law to legalize gambling in Ukraine after a ban in 2009. However, the recent investigations and petitions suggest a growing concern about the potential negative effects of online gambling on the well-being of soldiers and society.

President Zelenskyy, in a statement regarding the upcoming investigations, acknowledged the widespread nature of online gambling and its effects on a part of society. He emphasized the need for solutions to address the rising gambling addiction problems in Ukraine.
