Proposal to transform Les Quennevais precinct into the island's secondary shopping center

Deputy Helen Miles of St. Brelade has introduced a proposal to transform Les Quennevais into a vibrant second retail hub for Jersey. The Minister for Economic Development is requested to commence the work to achieve this goal by the end of 2025, with the Minister for the Environment starting related regeneration steps by March 2026.

The proposition by Deputy Miles includes the inclusion of Les Quennevais in the Future-Fit Retail Roadmap, the creation of a detailed improvement plan, and making Les Quennevais regeneration a regular agenda item for the Regeneration Steering Group.

It is important to note that Deputy Miles' proposition does not make any criticism of the Les Quennevais businesses and residents. Instead, she emphasises the need for a proactive landlord working with businesses and residents, supported by the parish and Government, to deliver improvements in Les Quennevais.

The current state of Les Quennevais, with its run-down parade and precinct, shows the effects of years of neglect from a commercial landlord and beneficial owner. Many units sit empty, and the area is described as very poor.

Deputy Miles believes that the neglected state of Les Quennevais is having a negative effect on the area and its residents. She advocates for the attention and investment needed to make Les Quennevais a second retail hub for Jersey.

One of the suggestions in Deputy Miles' proposition is the possibility of the States of Jersey Development Company buying and redeveloping all shops in Les Quennevais. She also wants Les Quennevais parade and precinct added to the West of Island Planning Framework and given a proper regeneration plan.

If approved, the government's Future-Fit Retail Roadmap will be updated to include Les Quennevais as the island's second retail hub by the end of 2025. The regeneration of Les Quennevais will become a regular agenda item for the Regeneration Steering Group, reflecting the growth of Les Quennevais in wider strategies, policy, and action.

Deputy Miles aims to put Les Quennevais back at the centre of attention and focus, making it a key part of discussions for island regeneration. She wants Les Quennevais to be more than just a growing suburban population area and retail centre; she wants it to be a thriving second retail hub for Jersey.
