Proposed Financial Plan for 2025
The German federal government has been operating under a provisional budget since the beginning of the year, with the ministries facing significant financial restrictions. This situation is set to continue until the adoption of the 2025 budget, which was drafted on July 30, 2025.
The draft budget includes plans for debates in the Bundestag, starting from September 22, 2025. These discussions will span a week, with each ministry’s budget being reviewed individually. The final parliamentary vote is expected after this intensive budget week. The budget vote is scheduled to take place during the Bundestag session week from 16 to 19 September.
The budget for 2025 includes loans from special funds for the Bundeswehr and infrastructure, with the expenditure budget totalling approximately 502.5 billion euros. This expenditure includes additional billions in loans for the Bundeswehr and infrastructure, amounting to over 140 billion euros in new debt. The budget also includes new debt in the core budget, totalling nearly 82 billion euros.
The early Bundestag election and the subsequent formation of the government have contributed to the use of a provisional budget. The 2025 budget vote will take place after the Bundestag session week from 16 to 19 September.
